Line a sheet pan with wax paper and place a wire rack on top. Using a serrated knife, trim about 1/2-inch pieces from each short end of the peanut butter cookies to make the head shape.
Tint 1 cup of the vanilla frosting blue with food coloring. Tint 1 tablespoon of the vanilla frosting pink and spoon it into a plastic resealable bag. Spoon 2 tablespoons of the vanilla frosting into a plastic resealable bag. Tint the chocolate frosting black. Spoon the black frosting into a plastic resealable bag. Press out the air and seal all of the bags. Spoon the remaining vanilla frosting into a small microwaveable bowl.
Heat the vanilla frosting in the bowl, stirring every 5 seconds until it is the texture of slightly whipped cream, about 15 seconds total. Dip the trimmed cookies in the frosting to coat. Transfer the coated cookies to the wire rack to dry, allowing the excess frosting to drip off the cookies. Repeat with the remaining cookies and frosting. Refrigerate the coated cookies until set, about 30 minutes total.
Meanwhile, cut the blue candies in half diagonally to make 12 pieces to form the dog collar. Soften the pink fruit chews in the microwave for no longer than 3 seconds. Cut each piece into quarters to make 12 pieces. Shape each quarter into a 3/4-inch long tongue shape. Use a small knife to press in the center of the fruit chew to make the tongue. Soften the white fruit chews in the microwave for no longer than 3 seconds. Roll each piece until 1/8-inch thick. Cut into twelve 1 1/2-inch triangles. Repeat with the yellow fruit chews to make 12 triangles and 12 1/4-inch ovals for the eyes.
Frost the tops of the cupcakes with the blue frosting. Add the cookies in the center of the cupcakes. Press a blue fruit chew into the frosting on the cupcakes at one short end of the cookie as the collar. Snip very small corners from the bags with the frosting. Pipe the face parts with the black frosting. Fill in the mouth with the pink frosting and add the pink fruit chew tongue. Attach the yellow fruit chew eye with a dot of vanilla frosting. Pipe the black frosting pupil. Pipe a white dot in the eyes with the vanilla frosting. Attach the ears with some vanilla frosting at the top edge of the cookies. Add the yellow candy decors as dots on the ears and as the dog tag with some of the vanilla frosting. Repeat with the remaining cupcakes and cookies.
