Preheat oven to 350°F. Line two cookie sheets with parchment paper.
Knead the flour into the sugar cookie dough until smooth. Divide the dough in half. Roll each piece of dough on a lightly floured surface to a scant 1/4-inch thickness. Cut the dough into sixteen 4 1/2- by 1 1/2-inch rectangles, using the other piece of dough if necessary. Re-roll the scraps and repeat to cut out a total of eight 3-inch circles. Next, cut each circle in half to make 16 semicircles. Transfer a rectangular piece of dough to the prepared sheet pan. Arrange a semicircle piece of dough, straight edge against the dough, along one long edge of the rectangle to make the Bot shape. Repeat with the remaining dough pieces, spacing about inch apart to make a total of 16 shapes. Transfer the shapes to the prepared cookie sheets, about an inch apart.
Bake until the cookies are golden and firm to the touch, about 10 to 12 minutes. Transfer to a wire rack and cool completely.
Tint the vanilla frosting with the yellow food coloring and spoon it into a plastic resealable bag. Next, spoon the chocolate frosting into a plastic resealable bag. Press out the excess air and seal all the bags.
Place the blue and green sugars in separate shallow bowls. Microwave the corn syrup in a small bowl. Working on one cookie at a time, lightly brush the top rounded area of the cookie with the corn syrup. Dip the coated cookie in the green sugar to coat. Repeat with the remaining cookies. Brush the bottom edge of the cookie with some of the corn syrup. Dip into the blue sugar to coat. Repeat with the remaining cookies.
Snip a small 1/8-inch corner from each of the bags that contain frosting. Pipe the yellow frosting along the bottom edge of the cookies. Pipe the mouth with chocolate frosting. Attach the brown candies as the eyes and secure candies with the chocolate frosting.
Cut the pretzel sticks in half. Cut the spice drops in half crosswise to get two rounds from each. Press one pretzel end into the sugared end of each red spice drop. Press the sticky side of each green spice drop against the other end of pretzel sticks. Press the assembly on the top of each cookie using a dot of frosting to secure.
