Tint the cream cheese light blue with the food coloring. Spoon the cream cheese into a plastic resealable bag, press out the excess air and seal the bag.
Wash and dry the cucumber. Trim both ends of cucumber with a small knife. Use a crinkle vegetable cutter to cut 3/4 to 1-inch thick slices, alternating with a paring knife to make each wavy disc, about 8 slices.
Arrange the cucumber slices, wavy side up, on a serving plate. Snip a small corner from the bag with the cream cheese. Pipe spikes of the cream cheese on top of the cucumber slices to look like waves. Use the edible marker to make dots for the eyes on the fish crackers. Arrange several fish crackers onto the cream cheese waves just before serving.
