A ghost with ears and a tail? Hmmm...something's fishy. Why, it's Bubble Puppy, all dressed up to celebrate Halloween with your little Guppy! Kids will be sure to get a giggle out of this fetching cupcake.

Spread a small dot of frosting on top of the thin spice cookies. Place a cupcake on top with the bottom of the cupcake facing up. Spread another dot of frosting on top of the cupcake and attach a doughnut hole. Repeat with the remaining cupcakes. Place the cupcakes in the freezer to set, about 15 minutes.
Spread some of the remaining frosting over the cupcake assembly to coat lightly. Repeat with the remaining cupcakes.
Meanwhile roll out the prepared fondant in batches, using cornstarch to prevent sticking, to a 1/16-inch thickness. Cut out as many 4-inch circles as possible. (Using a small plate can be helpful here.) Repeat with the remaining fondant and cornstarch to make 12 circles.
Arrange the fondant circle on top of the lightly frosted cupcake. Make some ruffles around the base of the cupcake, leaving the top smooth. Repeat with the remaining cupcakes and fondant.
Cut twenty-four 3/4-inch triangles from the marshmallows as the ears. Cut twelve 1 1/2-inch strips from the marshmallows as the tails. Attach a tail marshmallow to the cookie under the fondant cover with a dot of frosting. Add two triangles on either side at the top of the cupcake as the ears with a dot of frosting. Roll out the soft caramels on a clean work surface. Cut the rolled caramels into the end of the tail pieces, ears, and dots. Attach with a dot of water to secure.
Use the edible black marker or food coloring to make the black eyes on the fondant.
