Preheat the oven to 350°F. Line two cookie sheets with parchment paper.
Knead the cookie dough with the flour on a work surface until smooth. Cut the dough in half, refrigerating half until ready to use. Roll out one half on a lightly floured surface to 1/4-inch thickness. Use the Diego Bat Template and a small paring knife to cut out as many shapes as possible. Transfer the dough pieces to the prepared cookie sheets about 2 inches apart. Re-roll the scraps and roll out the other half of dough.
Bake until the cookies are just golden and firm, about 10 to 12 minutes. Transfer to a wire rack and cool completely.
While cookies are baking, you can make the frosting. Combine the confectioners' sugar, egg white powder and 5 tablespoons of the water in a large bowl with an electric mixer on low speed. Add an additional 1 tablespoon of water and beat until just smooth and thick. While you're not working, keep covered with plastic wrap to prevent drying.
Spoon 3 tablespoons of the royal frosting into a plastic resealable bag. Tint 1/4 cup of the royal frosting each black and light brown and spoon into plastic resealable bags. Divide the remaining royal frosting in half. Tint one half of frosting dark brown and spoon into a plastic resealable bag. Tint the remaining half pale beige with the brown and red food coloring and thin slightly with a few drops of water.
Spread the face area of the cookies with the pale beige frosting in a thin layer and let dry at least 1 hour.
Snip a very small corner (1/8 inch) from the bags with the tinted frostings. Pipe the black mask and dark brown hair. Pipe the whites of the eyes. Then pipe the light brown eyes, nose, and mouth and outline of the face. Pipe the black pupils. Let cookies dry at least 2 hours before stacking.
