Store-bought cookie dough gives you a start. Bake the cookies and let them cool thoroughly before decorating.

Preheat the oven to 350°F. Line two cookie sheets with parchment paper.
Knead the cookie dough, flour, cocoa powder, and food coloring together on a clean work surface until smooth and the color is evenly distributed. Divide the dough in half. Roll out one piece of dough to a scant quarter-inch thickness.
Cut out one of the Diego shapes from the Diego Cookie Template. Place the cutout onto the dough and cut around it with a sharp paring knife. Repeat with the remaining dough, re-rolling scraps to make about 12 cookies. Bake until the cookies are golden brown, about 10 to 12 minutes. Transfer the cookies to a wire rack and cool completely.
Divide the chocolate frosting in half and spoon each half into a resealable bag. Snip a very small corner from one bag and pipe the outline of Diego's hair. Pipe the whites of his eyes with the white decorating frosting. Pipe the remaining features with the chocolate frosting. Attach the mini candies to the white frosting and pipe a small dot of white frosting on top. Fill in the mouth with the red frosting. Repeat with the remaining cookies.
Heat the other bag of chocolate frosting in the microwave for about 2 to 3 seconds to thin the frosting slightly. Snip a small corner from the bag and fill in the hair area. Repeat with the remaining cookies. Allow the cookies to set about 30 minutes before serving.
