Preheat oven to 225°F. Line two cookie sheets with parchment paper or aluminum foil; set aside.
Beat the egg whites in a large bowl with an electric mixer on high until foamy. Add the cream of tartar and salt. Continue beating until soft peaks form. Add the sugar, 1 tablespoon at a time, beating well after each addition until the egg whites are thick and shiny.
Spoon the egg whites into a large resealable bag. Snip a 3/4-inch corner from the bag. Pipe a 3-inch bone shape, about 1 inch apart on the prepared cookie sheets.
Bake bone shapes, switching pans halfway through baking, until meringues are crisp, about 1 hour 30 minutes. Cool completely on wire rack.
Carefully peel the meringues from the foil and store the meringues in an airtight container until ready to use. Cookies can be eaten like this or made into the "buried" bones.
Line two cookie sheets with wax paper. Place the chocolate chips in a small bowl and microwave on high, stirring occasionally, until smooth, about 1 minute. Drop about 1 tablespoon of the melted chocolate onto the prepared cookie sheets about 2 inches apart. Break the meringue bones in half or smaller pieces and press into the melted chocolate. Sprinkle with the chocolate graham crumbs and raisins. Transfer the cookie sheets into the refrigerator until set, about 5 minutes.
Carefully peel the treats from the wax paper and store into an airtight container.
