Preheat oven to 350°F. Line a cookie sheet with foil. Unroll the pie dough onto a clean work surface. Roll out lightly with a rolling pin to make flat. Use the template to cut out Dora's face with a small knife. Transfer to the prepared cookie sheet. Discard scraps.
Brush the hair area with a pastry brush. Sprinkle brushed area with the chocolate sprinkles as the hair. Bake in the oven until golden brown, 7 to 10 minutes. Transfer to a wire rack and cool completely.
Use the white frosting to pipe eyes. Flatten the caramels to a scant 1/4-inch thickness and cut out two 3/4-inch circles. Add the caramel pieces as the eyes. Pipe a dot of white frosting on the caramels and add the chocolate candies as the pupils. Pipe a white dot on top of brown candies as the sparkle in the eye.
Use the red fruit leather and cut out the mouth. Attach mouth piece with a dot of white frosting. Pipe outlines of the mouth, eyes, and nose with the brown frosting.
Place the pie topper on top of desired pie.
