Preheat the oven to 350°F. Line a 15 1/2- by 10 1/2-inch jelly-roll pan with foil and spray with vegetable cooking spray.
Prepare the brownie mix according to package directions to make the chewy brownies. Spread the batter in an even layer onto the prepared jelly roll pan. Bake in the center of the oven until the brownies are just cooked through and a toothpick inserted in the center comes out clean, 18-20 minutes. Transfer to a wire rack and cool completely.
Remove the brownies from the pan and place on a cutting board. Spread the top of the cooled brownies with a thin layer of the vanilla frosting. Place the brownies in the refrigerator until firm, about 30 minutes.
Using a 2- to 3-inch star-shaped cookie cutter, cut out as many star-shaped brownies as possible and as close together. Transfer the brownies to a sheet of wax paper. Sprinkle the tops of the star brownies with a colored sugar to cover completely. Repeat with the remaining brownies and sugars.
