Preheat the oven to 350°F. Grease and flour a 10-inch ring pan.
Combine the flour, baking powder, and salt in a small bowl. Whisk to blend.
Beat the eggs with an electric mixer on high speed until light and fluffy, about 5 minutes. Combine the butter and water in a small saucepan and bring just to a boil over medium heat. Remove from heat and set aside. Add the sugar to the eggs and continue beating for 5 minutes.
Gently fold the flour mixture into the egg mixture until just blended. Add the water mixture and vanilla and almond extract and blend.
Pour the batter into the prepared pan. Drop the chocolate or almond into one side of the pan. Bake until cake is golden and a toothpick inserted in the center comes out clean; 25 to 30 minutes. Transfer to a wire rack and cool 10 minutes. Invert from pan and cool completely.
To make the glaze, stir the confectioners' sugar in a bowl with 1 tablespoon of the milk. Add more milk, 1 teaspoon at a time, until mixture is pourable. Divide the glaze into three small bowls. Tint each bowl with the food coloring to make yellow, purple, and green glazes.
Place the cake on a serving platter. Drizzle the top of the cake with the three colored glazes, allowing them to drop down the side. Sprinkle colored sugars on top of the glaze.
