Preheat the oven to 350°F. Line three cookie sheets with aluminum foil.
Knead the flour into the sugar cookie dough until smooth. Roll out the cookie dough on a lightly floured surface to a 1/4-inch thickness. Cut out as many of the diamond shapes using the template with a small knife. Transfer the cut-outs to the prepared cookie sheets, about 2 inches apart. Cut out a center diamond and remove the cut-out. Re-roll the scraps to make about 20 diamond cut-outs.
Bake until cookies are just golden and firm, about 10 to 12 minutes. Transfer to a wire rack.
While the cookies are baking, you can make the royal frosting. Combine the confectioners' sugar, egg white powder, and 2 tablespoons of the water in a large bowl with an electric mixer on low speed. Add an additional 1 tablespoon of water and beat until just smooth and thick. While you're not working, keep covered with plastic wrap to prevent drying.
Place the unwrapped hard candies, like colors in separate ziploc bags. Using the back of a pan break the candies into small pieces on a hard surface. Sprinkle about 1 tablespoon of the broken candies into the opening of the cookies. Return to the oven and bake until the candies are smooth, about 3 to 4 minutes longer. Transfer to a wire rack and let cool completely.
Gently peel the cooled cookies from the foil. Spoon the colored sugars into separate small bowls. Spoon the royal frosting into a ziploc bag.
Heat the corn syrup in the microwave until bubbly, about 10 to 20 seconds. Working on one cookie at a time, lightly brush the cookie area with the hot corn syrup. Sprinkle the cookie with the sugar while still wet. Repeat with the remaining cookies and sugar.
Snip a very small corner (1/8 inch) from the bag with the royal frosting. Pipe lines on top of the sugared cookies to look like a crystal.
