Preheat oven to 350°F. Line two 8-inch round cake pans with wax paper and spray the pans with vegetable cooking spray.
Prepare the cake mix according to package directions. Divide the batter evenly between the prepared pans. Bake until golden and a toothpick inserted in the center comes out clean, 28-33 minutes. Transfer the cakes to a wire rack and cool completely.
Spoon 1 cup of vanilla frosting into a plastic resealable bag. Spoon a 1/2 cup of the vanilla frosting into another plastic resealable bag. Press out the excess air and seal the bags. Tint the remaining frosting yellow-green by mixing green and yellow food coloring.
Place the cakes on a clean work surface. Trim the tops of cakes with a serrated knife to make level. Place a cake layer, trimmed side up, on a serving platter. Spread a thin layer of the green frosting on top. Place the remaining cake layer, trimmed side down, on top of cake (this makes a flatter cake layer for frosting).
Spread the remaining green frosting all over the sides of cake, leaving the top plain, and make smooth. Snip a small (scant 1/4-inch) corner from the bag with 1 cup of the vanilla frosting. Pipe a line of the vanilla frosting along the top edge of cake. Pipe a decorative edge of vanilla frosting along the bottom edge of the cake.
Microwave the bag with the 1/2 cup of vanilla frosting, about 5-10 seconds, massaging the bag. Snip a small corner from the bag. Pipe the frosting on top of the cake to fill in the top of the cake using the piped ring of frosting as the floodgates. Use a small clean craft brush to push the frosting against the side of the floodgates, until the entire top is smooth.
Measure the height of the cake and cut the licorice twists to that length. Use some of the remaining vanilla frosting to secure the licorice pieces, lengthwise, around the outside edge of cake. Pipe a dot of frosting on the top of each piece and add a yellow mint. Press the bread sticks into the frosting on top of the cake as the drumsticks.
