To make the royal frosting, combine the confectioners' sugar, egg white powder, and 10 tablespoons of the water in a large bowl with an electric mixer on low speed. Add an additional 2 tablespoons of water and beat until just smooth and thick.
Tint half of the royal frosting pale yellow with the food coloring; cover until ready to use. Spoon the remaining royal frosting into a freezer-weight plastic resealable bag and seal the bag.
With a serrated knife, cut the milk cartons crosswise 3 inches up from the base to make the house. Discard the base pieces. Remove the top lip from the milk cartons with the knife. Tape or staple the pieces together with the roof line end to end to make the house shape.
Cut and trim the graham crackers with the knife into pieces to cover the cartons. Use some of the white royal frosting to adhere the graham crackers to the milk cartons. Allow the roof pieces to over hang slightly. Let dry at least 2 hours.
Press six of the orange spice drops together and roll out on a sugared surface to a 3- by 1 -inch rectangle. To make the door, cut a short end to make rounded and trim the sides to make straight. Repeat with the remaining spice drops.
Place the containers on a cardboard surface or serving platter. Spread a thin even layer of the yellow royal frosting on one side of the house. Attach the candies before the frosting sets. Then work your way around the house to cover the four sides using the photo or your imagination to decorate the house with the candies. If the frosting becomes set, use a dot of royal frosting to secure the candies.
Snip a 1-inch corner from the bag with the white royal frosting. Pipe a few lines on the roof, starting at the bottom edge and add the red licorice pieces as the roof tiles. Continue with rows of licorice, overlapping slightly, to completely cover the roof. Add a row of starlight mints as the top.
Pipe icicles with the white royal frosting along the roof line. Add the coconut as snow around the house. Use as a centerpiece for holiday table.
