Preheat the oven to 350°F. Grease and line the bottom of a 9x13-inch cake pan with wax paper. Prepare the cake mix according to package directions. Pour the batter into the prepared pan and smooth the top. Place the cake into the oven and bake until golden and a toothpick inserted in the center comes out clean, 30 to 35 minutes. Remove the cake from the oven and transfer it to a wire rack. Let it cool completely.
Place 1/2 cup of the vanilla frosting into a bowl and tint it an electric green with the neon green food coloring. Place 1 cup of the vanilla frosting into a bowl and tint it a light red. Place 1/4 cup of the vanilla frosting into a bowl and tint it a pale yellow. Spoon the yellow frosting into a small resealable bag. Spoon 1 teaspoon of vanilla frosting into a small resealable bag. Place the remaining vanilla frosting into a bowl and tint it bright blue. Place 3 tablespoons of the blue frosting into a separate dish and tint it a darker blue. Spoon it into a small resealable bag. Spoon the dark chocolate frosting into a small resealable bag.
Flatten the green fruit chews and cut them into rectangles, about 1/2-inch wide.
Place the cooled cake on a clean work surface. Place the Jack Cake template on top of the cake and cut out the Jack shape with a small paring knife. Transfer the cut cake to a serving platter. Carefully spread the top and sides of the main part of the cake with a smooth layer of the lighter blue frosting. Spread the green frosting over the top area of cake and on the side. Add the green candies as the hair. Spread the red frosting over the lower part of the cake as his scarf. Snip a small corner from the bag with the yellow frosting. Pipe semi-circles and dots over the red frosting (see photo). Snip very small corners from the bags with the remaining frostings. Pipe the mouth and nose with the chocolate frosting. Lengthen the mouth with the dark blue frosting and pipe ears and a chin line. Add two brown candies as eyes and pipe white dots on top of the candies.
Sprinkle the remaining candies around the cake on the serving platter.
