Preheat oven to 350°F. Cut a piece of parchment paper to fit in the bottom of a cookie sheet.
Knead cookie dough and the flour on a work surface until smooth. Remove 1/3 cup of the dough and knead in the cocoa powder to the smaller amount until well blended.
Roll out the larger piece of dough on the sheet of trimmed parchment paper to a scant 1/4-inch thickness. The shape should be an oval with rough edges. Roll out the cocoa dough to a scant 1/4-inch thickness on a separate sheet of parchment paper.
Cut out about five tracks in a row using the template and a small paring knife. Remove the tracks. (These can be baked off too.) Cut out five tracks from the chocolate dough and place the chocolate tracks into the openings on the larger piece of dough. Transfer to the cookie sheet on the parchment paper.
Sprinkle the top with the chocolate chips, nuts, and cinnamon sugar. Bake until firm and lightly golden, about 13 to 16 minutes. Transfer to a wire rack and cool completely.
