To make the cooking sauce, combine the first 7 ingredients (hoisin sauce through cornstarch) in a small bowl. Mix and set aside.
Heat skillet with oil and saute garlic, scallions, tofu, and ginger for 1-2 minutes.
Add water chestnuts and half of the assorted veggies and toss with the cooking sauce.
Cook for 1-2 minutes while tossing.
Remove skillet from heat and as it cools, prep lettuce leaves.
Cut 1/3 of head off from stem side of lettuce and carefully peel away whole leaves. Submerge and rinse in cold water. Drain in colander.
Place lettuce leaves on a platter and, with a large tablespoon, serve with veggie mix from a bowl. Lay the lettuce leaves on individual plates and place one heaping spoonful in center. Fold long sides into center and then fold short sides in. Serve with store-bought dipping sauces (optional).
