Preheat oven to 350°F. Line two cookie sheets with parchment paper.
Knead the flour into the sugar cookie dough until smooth. Divide the dough in half. Roll each piece of dough on a lightly floured surface to a scant 1/4-inch thickness. Cut out as many 3 1/4-inch circles with a cookie cutter or use a rim of a glass. Transfer the shapes to the prepared cookie sheets, about an inch apart. To make the top of Milli's helmet, remove a 2 1/4-inch circle from one edge of 10 of the dough pieces on the cookie sheets. Re-roll the scraps and repeat above directions to make a total of 10 helmets.
Bake until the cookies are golden and firm to the touch, about 10 to 12 minutes. Transfer to a wire rack and cool completely.
Tint 1 cup of the vanilla frosting pale pink by combining the red and yellow food coloring. Tint 1/4 cup of the vanilla frosting dark pink with the food coloring and spoon it into a small plastic resealable bag. Tint the remaining vanilla frosting yellow and spoon this into another plastic resealable bag. Last, spoon the chocolate frosting into a plastic resealable bag. Press out the excess air and seal all the bags.
Place the pink sugar in a shallow bowl. Microwave the corn syrup in a small bowl. Working on one helmet cookie at a time, lightly brush the top of the cookie with the corn syrup. Dip the top portion of the cookie in the pink sugar to coat. Repeat with the remaining "helmet" cookies.
Spread the light pink frosting on top of the whole cookies and make smooth. Place a helmet cookie on top, pressing into the frosting to secure. Add the pink sprinkles to the helmet cookie using some of the light pink frosting to secure.
Snip a small (1/8 inch) corner from each of the bags with frosting. Using the photo as a guide, pipe Milli's pink bangs on top of the cookies. Pipe several circles of the yellow frosting around the face area. Pipe two dots of yellow frosting at top edge of the cookie and add the licorice as Milli's antennae. Add the chocolate candies as the eyes and pipe a mouth with the chocolate frosting.
