Preheat the oven to 350°F. Grease and flour a 9x13-inch cake pan. Prepare the cake mix according to package directions. Pour the batter into the prepared cake pan. Bake until golden and a toothpick inserted in center comes out clean, 35 to 45 minutes. Transfer to a wire rack and cool completely.
Spoon the chocolate frosting into a pastry bag fitted with a plain tip (#4). Tint 1 cup of the vanilla frosting with the blue food coloring to make a light blue color. Spoon half of the blue frosting into a pastry bag fitted with a plain tip (#3). Spoon the remaining blue frosting into a plastic resealable bag. Spoon 1 cup of the remaining vanilla frosting into a pastry bag fitted with a small star tip. Tint 1/2 cup of the vanilla frosting light pink with the red food coloring and spoon half of this into a pastry bag fitted with a plain tip (#3). Spoon remaining half into the plastic resealable bag.
Invert the cake and place on a work surface. Trim the top of the cake to make level. Transfer the cake, cut side down onto a serving platter. This makes for easier frosting. Spread the top and all the sides of the cake with vanilla frosting. Make smooth.
Place the cocoa powder in a small bowl. Dip the tines of a fork in the cocoa powder and press the back side of the tines onto the side of the cake. Repeat with the fork and cocoa powder, pressing around three sides of the cake to look like the pages of a book. Trim the fruit leather into two 13-inch pieces, and press along the edge of cake without the cocoa to look like the binder of the book.
Arrange the template in the center on top of the cake. Use a toothpick to lightly score an outline of the template. Pipe and outline Dora in her dress with the tinted frostings in the pastry bags. Microwave the blue and the pink frostings in the resealable bags until just liquid, about 5 seconds. Massage the bags. Snip a very small corner from the bags. Fill in the outlined areas with the same colored frosting. Use a toothpick to push some of the frosting into the smaller areas.
Pipe the whites of Dora's eyes with the vanilla frosting and her eyebrows with the chocolate frosting. Add the chocolate chips, pointed side down as Dora’s pupils and pipe a dot of vanilla frosting for the sparkle in her eyes. Cut a small piece of the red fruit leather for her mouth. Sprinkle the blue sugar on hat. Pipe lines for the decorations on her dress and hat with the vanilla frosting through a plain round tip and add the blue pearl sprinkles. Replace the tip with a small star tip and pipe along the top edge of cake.
Pipe a message with the dark chocolate frosting at the top of the cake.
