Spoon 2 tablespoons vanilla frosting into a resealable bag. Tint 1/2 cup of the vanilla frosting orange with the food coloring. Spoon this into a resealable bag. Divide the remaining vanilla frosting in half. Tint one part bright green and one part bright yellow with the food colors. Spoon each color into separate resealable bags. Seal all of the bags.
Cut the chocolate taffy roll into 12 small pieces. Shape each piece into a 1/4-inch triangle for the nose. Place the candies on a sheet of wax paper until ready to use.
Spread a thin layer of yellow frosting on top of the cupcakes and make smooth. Snip a small corner from the bag with the green frosting. Pipe an outline of the dinosaur costume using the green frosting. Fill in with the remaining green frosting and make smooth. Add the red jellybeans as the noses on the dinosaur costumes.
Snip a very small corner from the bags containing the black and vanilla frostings. Pipe the eyes, stripes, lashes and eyebrows and mouth on top of the cupcakes with the black frosting. Pipe the eyes on top of the green frosting as the dinosaur eyes. Add a dot of black frosting for the pupils and the nostrils on the red jellybeans. Snip a small corner from the bag with the orange frosting. Pipe the scales on the outer edge of the cupcake.
Add the chocolate taffy noses. Add the white decors as the teeth for Kai-lan’s dinosaur costume and one tooth for Rintoo. Repeat with the remaining cupcakes.
