Preheat oven to 350°F. Line two 8-inch-round cake pans with wax paper. Grease and flour the pans. Prepare the cake mix according to package directions. Divide the batter evenly between the prepared cake pans. Bake until golden and a toothpick inserted in the center comes out clean; 28 to 33 minutes. Transfer to a wire rack and cool for 5 minutes. Invert and cool completely.
Meanwhile, roll out the white pieces of taffy on a sheet of wax paper. Using a small 1 3/4-inch star cookie cutter, cut out the star shapes. Transfer the star shapes to another sheet of wax paper and set aside.
Spoon 1 cup of the vanilla frosting into a resealable bag. Trim the top of the cakes to make level. Place one cake layer on a serving platter. Spread some of the remaining vanilla frosting on top of the cake. Place the remaining cake layer on top, trimmed side down. Spread the remaining frosting over the cake to cover completely.
Cut the yogurt and fruit leather into 4 1/2-inch-long strips. Press the strips vertically on the side of the cake, about 3/4 inch apart. Sprinkle the top of the cake, about 1/2 inch from the edge, with the blue sugar.
Snip a 1/4-inch corner from the bag with the vanilla frosting. Pipe a decorative edge along the top edge of the cake. Arrange the white taffy stars on top of the blue sugar.
