Step 1
Before you start to decorate make a batch of Vanilla Cupcakes or Chocolate Cupcakes, or you can make an assortment of both basic cupcake recipes.
Step 2
Tint 1/2 cup of the vanilla frosting light blue with the food coloring. Spoon the blue frosting into a small resealable bag. Spoon 1/4 cup of the remaining vanilla frosting into a small resealable bag.
Step 3
Cut the blue fruit chews into twenty-four 1-inch triangles. Cut the black licorice into twelve 1-inch semicircles with clean scissors.
Step 4
Place the blue sugar in a shallow bowl. Spread the remaining vanilla frosting on top of the cupcakes to mound and make smooth. Roll the tops of the cupcakes in the blue sugar to cover completely.
Step 5
Snip a small corner from the bags with the blue and white frosting. Starting in the center of each cupcake, pipe a 1 1/2-inch triangle to the bottom edge of each cupcake with the blue frosting and fill in. Add the black jelly bean at the center point as the nose. Pipe two ovals as the eyes with the white frosting. Add the brown candies as the pupils. Pipe a few chocolate eyelashes with the chocolate frosting. Press a piece of the licorice as a mouth on the blue frosting. Pipe two teeth with the white frosting. Arrange the two blue fruit chew triangles at the top of the cupcake as the ears. Pipe small lines on either side of the nose with the blue frosting.
